The Lafitte Corridor Revitalization Plan will be a document that will address and provide specific recommendations for land use, zoning, urban design, social equity, sustainability, public-private partnerships, capital investments, private market forces, economic development, infrastructure, parks and recreation, and transportation. Specifically, this plan will:
•Identify the demand and potential use of the greenway. Develop a profile of potential trail users from data obtained from the Community Workshop, a review of demographic/socioeconomic data, and the previously distributed community questionnaire;
•Determine the compatibility of residential, industrial, and commercial land uses within the Lafitte Corridor with the greenway and trail. Identify strategies to improve the compatibility of existing businesses and other uses;
•Verify City Planning Commission’s land use inventory for the Lafitte Corridor. This inventory includes existing uses by parcel;
•Determine character analysis of Lafitte Corridor that may inform place-making concepts and possible design requirements;
•Quantify spin-off benefits of the Lafitte Greenway on surrounding neighborhoods;
•Identify appropriate development typologies and land uses;
•Analyze existing zoning parameters and in-progress zoning update. Develop zoning recommendations for inclusion in zoning update and future revisions;
•Develop cross sectional diagrams that demonstrate the urban design of structures and public spaces such as streets and parks that interface with the greenway;
•Develop urban design guidelines that will create an aesthetically pleasing and safe environment
•Determine locations of strategic importance due to the confluence of economic, social, transportation, cultural and/or other factors;
•Identify key redevelopment sites in public or private ownership that have the potential to act as an economic development catalyst for the corridor. Develop strategies for encouraging their redevelopment;
•Meet with developers working in the Corridor and others with significant land holdings or interests;
•Identify main transportation connections from the corridor to the greenway, including transit and other bicycle and pedestrian routes;
•Develop way-finding signage program for the greenway and trail;
•Develop compatible future use scenarios for existing City facilities within the boundaries of the Lafitte Greenway; and
•Develop an implementation strategy that includes a detailed action plan, timeline, phasing strategy and that identifies possible funding sources.
