CRIME WAVE HITS AREA

Monday, January 23, 2017 was a sad day for the neighborhood. Three major crimes were reported on the same day in this normally quiet area.

NOLA.com reported that authorities found “what appeared to be a stocking tied tightly” around the neck of a woman whose body was pulled from Bayou St. John on Monday, January 23, 2017. The woman, possibly in her 40s, was discovered in the water near the 4000 block of Davey Street, police said. The investigation was initially called an “unclassified death” by police, but has since been listed as a homicide. Anyone with information about this incident is asked to homicide detective Barrett Morton at 504-658-5300, or Crimestoppers at 504-822-1111.

Monday night, a neighbor on Crete Street found their truck missing as they attempted to use it to get to work the next morning.

As part of the ordinance allowing the New Orleans Fair Grounds to expand their operations to allow for slot machines the Fair Grounds is required to fund enhanced NOPD patrols in areas surrounding their facility. The patrol consists of two patrol cars operating 24 hours per day 7 days a week. The officers in the cars will have mobile phones and can be contacted directly by residents in the patrol area. The patrol area is defined as the area bounded by Desaix Boulevard to Moss Street to Ursulines Avenue to North Broad Avenue to St. Bernard Avenue to Desaix Boulevard.

Captain Scott, who leads the Fair Grounds Patrol says,
“The Fair Grounds patrol really helps to keep this area safer than non patrolled areas.”
Auto thefts top the list. Capt. Scott reminds everyone to please lock their vehicle’s doors.

The Fair Ground enhanced patrol began August 19th 2007.

Simple Crime Fighting Tips

Please use these tips to eliminate the opportunity for a crime in your home or on your street.

• Light Places Discourage Crime/Dark Places Encourage Crime: Leave a light on at your front and back door all night. Set timers on lights when you are away. Remove dead limbs and bushes from in front of windows. Report all street lights out as soon as you notice them. Call 311, and remember to get a service request number. When you call, give the pole number and the address of the house closest to the pole.

• Make sure you have your house number close to the front and back doors of your house.
Dark numbers on light trim are easiest to read. During an emergency, this could save precious moments.

• Install a peep hole in your exterior doors if you do not have glass around the door. NEVER open the door to a stranger. Call 911 if you are suspicious of a caller.

• Add deadbolt locks to all of your doors, particularly those with glass near the doorknob. Remove the key from the lock. If you want to keep a key close to the door for emergencies, make sure it is not reachable from the glass panels in the door.

• Make sure to notify your neighbors when you are going to be away. Set timers on both indoor and outdoor lights. Arrange for papers, mail and flyers to be taken in, and ask neighbors to place some trash in your super can and wheel it to the alley on trash day. Arrange for the lawn to be mowed while you are away. These simple steps can greatly reduce your chances of becoming the next burglary victim.

• If you have alarm systems in your car and home, use them. If you have an alarm system in your home, and you have a skylight, make sure to have the skylight wired to the alarm system. This is a new way of entering homes without being detected.

• Leave your emergency numbers with a neighbor, and leave a copy by the kitchen phone, if you have one.

• Do not leave lawn mowers, bicycles or baby strollers in the yard unattended. • NEVER leave your purse in a shopping cart at the market, in your desk at work unattended, or on the back of your chair in public. Not only will your money and credit cards be used, but you could loose your personal identity. Personal identity theft is the fastest growing crime in our area.

• Shred all documents that contain any personal information about you or your family members (bank statements, credit card receipts, etc.) to avoid being a victim of Identity Theft.

• Never take valuables to the Gym with you. Even lockers that are locked can be the scene of a theft.

• Check your surroundings before getting out of your car on your way into the house, and out of the house on your way into your car.

• Remove all valuables from sight in your car, especially GPS, iPods, CDs, cameras, laptops, purses and money. If you must leave something in your car, store it in the trunk. When valet parking, leave only your car key.

• NEVER leave your car running without you in it. Besides inviting a car theft, it is also illegal.

• If you witness a crime, write down the details as soon as possible, and keep the paper in a safe place. It could mean the difference between a conviction and an acquittal. Call 911 and read from your sheet.

• Get to know your neighbors. If you know who belongs on your block, it is easier to spot someone who does not belong. Report suspicious behavior to the police. If you suspect it is a crime, call 911. Use the words “Possible Crime in Progress.” Get involved in your community. Apathy is the partner of crime.

The neighborhood association reimburses $150 to any Faubourg St. John neighbor that installs a camera on their house (looking out to the street) that records and is registered with SafeCam NOLA.

The Relationship Between Alcohol Availability and Injury and Crime

Introduction
There is a growing body of research that shows what many people already know: areas with more alcohol outlets (a business or location where alcoholic beverages are sold) tend to experience more alcohol-related injury and crime. Incidents of sexual and other assaults, domestic violence, child abuse, youth violence, homicides, alcohol-related motor vehicle crashes, and drunk driving have all been shown to increase when the availability of alcohol increases.

Concern among local communities generally focuses on alcohol availability from commercial outlets, such as bars and retail stores. But public availability of alcohol, or alcohol that is served at public events and in public places such as parks, can be a significant source of alcohol in the community and should also be of concern.

The Facts
The number of alcohol outlets is related to violent assaults. One study showed that each additional alcohol outlet was associated with 3.4 additional assaults per year. Scribner, R., Mackinnon, D. & Dwyer, J.: “The risk of assaultive violence and alcohol availability in Los Angeles County.” American Journal of Public Health (85) 3: 335-340. 1995.

Alcohol outlet density has been shown to be the single most important environmental factor explaining why violent crime rates are higher in certain areas of the city than in others. LaBouvie, E. & Ontkush, M.:”Violent crime and alcohol availability: relationships in an urban community.” Journal of Public Health Policy 19(3):303-318. 1998.

There are a greater number of alcohol-related injury crashes in cities with higher outlet densities. A 1% increase in outlet density means a .54% increase in alcohol-related crashes. Thus, a city of 50,000 residents with 100 alcohol outlets would experience an additional 2.7 crashes for each new outlet opened. Scribner, R., Mackinnon, D. & Dwyer, J.: “Alcohol outlet density and motor vehicle crashes in Los Angeles County cities.” Journal of Studies on Alcohol (44): 447-453, July 1994.

Blocks that have more bars have higher crime rates for murder, rape, assault, robbery, burglary, grand theft and auto theft. Adding one bar to a block would result in 3.38 crimes committed on that block in a year. It would increase the risk of murder taking place on that block by 5%, and increase the risk of having a violent crime of any type by 17.6%. The level of drinking, drinking participation, and participation in binge drinking are all significantly higher among all college students when a greater number of outlets licensed to sell alcoholic beverages exist near campus. This is particularly true for underage drinking. Chaloupka, F. & Wechsler, H. “Binge drinking in college: the impact of price, availability and alcohol control policies.” Contemporary Economic Policy, vol. xiv, October 1996.

Freedom from unwanted interruptions in one’s house or place of business are fundamental legal rights. A basic tenet of law is the right to the “quiet enjoyment” of one’s own property. High densities of alcohol outlets cause noise, traffic, loitering, and other disturbances of the public peace. Preventing Problems Related to Alcohol Availability: Environmental Approaches. Policy Solutions
Communities can influence both alcohol availability and consumption, and thereby mitigate related problems, by controlling the number of alcohol outlets, regulating the behavior of current outlets, and even closing problem outlets. These measures, along with others such as stricter enforcement on underage sales of alcohol and responsible alcohol service training, are part of a broader strategy that communities can implement to prevent and reduce threats to the health and safety of their residents from alcohol abuse.

Have you seen me?

Dionte_ColemanThe NOPD is asking for the public’s assistance in locating 13-year-old Dionte Coleman, who was last seen by his friends yesterday at about 6:45 p.m., leaving their home in the 1600 block of North Broad Street.

Dionte Coleman’s grandmother advised that he always makes it home on time because he has a medical condition and has to take medicine at a certain time each day. Coleman has not been seen or heard from since.

Dionte Coleman is described as a black male, approximately 5’1” tall and about 125 pounds. He was last seen wearing his school uniform, a blue jacket, white shirt and blue pants.

If you know the whereabouts of Dionte Coleman, please contact the New Orleans Police Department at 821-2222 or First District Detectives at 658-6010.

Dana_HarrisNEW ORLEANS, LA – The New Orleans Police Department is asking for the public’s assistance in locating 25-year-old Dana Harris wanted in connection with an Aggravated Assault that occurred on October 14, 2014, in the 3100 block of Orleans Avenue.

Shortly before 7:00 p.m., Harris went to the residence of her 49-year-old boyfriend where she confronted him at the door and a verbal altercation ensued.  Harris subsequently brandished a knife and slashed through the screen door as she attempted to stab the victim prior to fleeing the location.  The victim was able to retreat back and not sustain any injuries.

An arrest warrant has been obtained for Harris for Aggravated Assault and Simple Criminal Damage.  First District Detective Lester Marshall is in charge of the investigation and can be reached at 658-6010.

chevroun-smithA man who opened fire at a crowded 7th Ward playground in 2012, killing a rival in the drug trade, was found guilty of murder Wednesday (Oct. 22).

An Orleans Parish jury convicted Chevroun Smith, 23, of second-degree murder for pumping nine rounds of a 9mm handgun into 32-year-old Ali Robinson at the Stallings Playground in the 2700 block of Laharpe Street, sending park goers running and children screaming. The jury voted 10-2 in favor of guilt after deliberating for about 90 minutes.

Prosecutors say Smith, a member of the 7th Ward gang known as Prieur and Columbus Boyz, or PCB, shot Robinson around 7:30 p.m. on April 13, 2012, in front of numerous witnesses. Brad Robbert, 41, was arrested Wednesday (Oct. 15), after detectives said they found 50 illicit images involving young children on his computer. Authorities searched Robbert’s home in the 3000 block of Grand Route St. John Wednesday morning following a joint investigation by the state Attorney General’s office’s Cyber Crime Unit, the New Orleans Police Department and Homeland Security Investigations. October 16, 2014 SUSPECTS AND VEHICLE SOUGHT IN SEVENTH WARD BUSINESS BURGLARY
NEW ORLEANS, LA- The NOPD is asking the public’s assistance in locating the vehicle that was used in a business burglary. The incident occurred this morning in the 1400 block of North Broad Street. Around 5:03 a.m., three unknown black males were able to defeat the exterior security doors of the business and made entry. Once inside, the suspects stole over $8200 in cash and the video surveillance hard drive. During the course of the investigation, detectives learned the suspects fled in possibly a grey Chevy SUV either a Suburban or Tahoe with dark tinted windows and an unknown license plate number.

suv-fleeing10/15/2014 NOPD SEARCHING FOR VEHICLE WANTED IN CONNECTION WITH TREME DOUBLE SHOOTING
NEW ORLEANS, LA- The NOPD is asking the public’s assistance in locating the vehicle that was used in a shooting incident that left two men injured. The incident occurred yesterday, October 14, 2014, around 7:00 p.m., in the 2200 block of Orleans Avenue. When officers arrived, they found a 27-year-old male suffering from a gunshot wound to the chest. The victim was transported to the hospital by EMS. Officers later learned a 21-year-old male with a gunshot wound to the arm was transported to the hospital via private conveyance.

Over the course of the investigation, detectives learned an older model silver Ford Expedition was observed fleeing the scene at a high rate of speed moments after the shooting.

First District Detective Tristan Carter is in charge of the investigation.

terry-sippioNew Orleans police were searching for a man wanted in a Saturday, Sept 4, 2014 morning rape along Bayou St. John. Police said 55-year-old Terry Sippio raped a 33-year-old woman at knifepoint around 6 a.m. near Toulouse Street and Jefferson Davis Parkway.

Sippio had offered the woman a ride near Tulane Avenue and Jeff Davis. She accepted, but after she entered the vehicle he raped her, police said. The woman escaped, noted Sippio’s license plate number and flagged down a passing police officer, police said.

Sippio was driving a 2003 gray Mazda Tribute with Louisiana license XOL006, police said. He is described as being 5-foot-1-inch tall and weighing about 110 pounds. He has residences in Uptown New Orleans and LaPlace, police said. Police asked that anyone with information on his whereabouts call Crimestoppers Inc. at 504.822.1111

Association Offers to Help with Crime Cameras

fsjnalogo4fsjnadotorg-300x244The Faubourg St. John Neighborhood Association would like to inform you that our Board of Directors recently voted unanimously to provide $3,500 to begin a neighborhood crime camera program for our community. Our goal is to have a minimum of 50 of these cameras operating in Faubourg St. John. I would also like to encourage neighbors and businesses interested in expanding our crime camera system to also donate to this cause as we continue to maximize the coverage area of Faubourg St. John.

vivotek-cameraThis money will be distributed as $150 grants to help offset the cost to neighbors who install crime cameras directed toward public spaces, streets and sidewalks that are monitored by SafeCam NOLA. The cameras do not have to be purchased from SafeCam NOLA, however they must meet minimum criteria and be monitored by SafeCam NOLA. Anyone who owns property within the boundaries of Faubourg St. John is eligible for this grant.

The neighborhood association reimburses $150 to any Faubourg St. John neighbor that installs a camera on their house (looking out to the street) that records and is registered with SafeCam NOLA.

SafeCam NOLA is a New Orleans Police Department initiative to enlist the help of community members in the fight against crime. The SafeCam online registration service was developed by the New Orleans Police & Justice Foundation at the request of NOPD. Citizen-provided security camera footage is increasingly becoming an invaluable asset to NOPD, helping establish leads and identify perpetrators. By voluntarily registering your contact information with NOPD through this site, detectives will know how to reach you if a crime occurs in the vicinity of your property. Registering your information does not provide NOPD with direct access to your camera. NOPD will only contact you if they believe your camera could contain evidence relevant to a criminal investigation. Have Fun Be Safe

Before going to the parade:

  • First secure your home by locking up and keeping a light on. Get a timer or two and connect it to a lamp, television set or radio to make it appear as if someone is moving around in the home turning lights and electronics on and off.
  • Notify a responsible neighbor to monitor your house while you are away.
  • Prepare children for the parade by making them use the restroom.
  • Put your name, address and phone number on a piece of paper and put it in your child’s sock.
  • Teach your child how to identify the police if lost.

Parking

  • Do not block a resident’s driveway.
  • Do not double park.
  • Do not park on the neutral ground.
  • Do not block an intersection.
  • Pay attention to signage on the parade route.

 

Attending the Parade

  • Do not jump over the police barricades. Ask an Officer for permission to cross from one side of the street to the other. The barricades are there for protection.
  • Do not bring a big purse to the parade. Put your personal items in your front pockets. Men should carry their wallets in their front pockets.
  • Stand a distance from the floats.
  • Do not run alongside of the floats.
  • Do not follow the bands.
  • Do not throw beads at the riders on the float.
  • Do not put someone on your shoulders if you or that person is intoxicated. Stay away from the street or curb.
  • Ladders should be as far back from the curb as they are tall. Secure the ladder to the ground. Do not place ladders in the intersection.

 

Lost children

  • If you get separated from your child, notify the police immediately. There will be several “lost children sites” on the parade route. Provide the Police Officer with the child’s name and a good physical description.

Medical Problems

  • You should carry with you any pertinent medical information regarding your health. This will help the paramedics tremendously in analyzing your medical condition should you get sick on the parade route.

French Quarter Rules

  • Do not urinate in public.
  • Do not flash your breast in public.
  • Do not drop your pants in public.
  • Do not drink from an open glass or metal container in public.

POLICE NAB BIKE THIEVES

thievesJust after 1pm on Wednesday, November 20th, 3 males stole a bicycle from my neighbors’ porch in the 1500 Block of Crete. Two of them acted as look-outs while the third went up the stairs & grabbed an unsecured bicycle off of the porch.

My next-door neighbor has a man working on his house & was kind enough to put himself out there by notifying me & 911 on what he saw concerning the theft. I passed the information on through Dispatch via my radio. I was unable to chase down these guys as I am off full duty until next week due to an injury.

First District Police Officers, Sgt Ricci Fayard, Officers Kenneth Thomas, Dwight Sallier & Detectives Daniel Hiatt & Patrick Kennelly did an excellent job in responding to my call for assistance & apprehended the perpetrators on Paris @ Industry Streets.

My neighbor’s renovation guy put himself out there & agreed for me to relocate him to the place of apprehension in order to identify the stolen bicycle & the perpetrators. The perpetrators are not just bicycle thieves, they come from an area of the city known as Mid-City Killer territory, which is inclusive of S Rendon, Ulloa, Baudin Streets, bordered by Tulane/Carrollton/Jeff Davis. The bicycle & perpetrators were positively identified & the perpetrators were placed under arrest. The detectives advised me we’ve had an uptick in burglaries & thefts in our area & they will look further into these perpetrators concerning these other crimes. First District Police responders did an Excellent Job today as well as the renovation man for my other neighbor who witnessed this crime.

I just want to let all of you know I am very proud of the response by our First Police District & very proud of the fact a man, who doesn’t live in our neighborhood, decided to step up & identify these perpetrators. Granted, a bicycle theft is not a huge crime in the grand scheme of things, but THE TEAMWORK BY THE OFFICERS & MY NEIGHBORS WAS OUTSTANDING AND TRULY WONDERFUL! I love our little Neighborhood & will always do my best as a Citizen & an Officer to keep us safe.

Just a few reminders for Crime Prevention:

1. Always lock up your Property (bikes, homes, cars).

2. Always keep your front & back porch lights on (it doesn’t cost that much, electricity wise).

3. If you think you’re coming home after dark, keep a couple of lights on inside your home before you leave.

4. Always be aware of who & what is around you when you get home, day or night.
