Traditional Jazz Camp

Jackie Clarkson, New Orleans City Council President, will address music campers from around the world who are attending the New Orleans Traditional Jazz Camp for Adults. She will speak at the Camper Concert at 7pm on Friday June 15th at the Grand Ballroom of the Bourbon Orleans Hotel. This concert will feature campers performing in bands who have spent a week in the city taking music instruction from some of our finest musicians. 104 campers from all over the United States as well as Finland, Germany, Argentina, The Netherlands, UK and Canada are attending. This concert is free and open to the public.

This concert will also feature 12 local music students who are attending through donations to our scholarship program. This will be the third yearly camp founded by local musicians Banu Gibson, Leslie Cooper and Nita Hemeter. The mission of the New Orleans Traditional Jazz Camp is to promote, preserve and perpetuate the music that was born in New Orleans – the Birthplace of Jazz.

The third annual New Orleans Traditional Jazz Camp for Adults will kick off Sunday June 10th at the Bourbon Orleans Hotel in the French Quarter. Campers are attending this uniquely “Only in New Orleans” music camp from 28 states as well as Canada, UK, Argentina, Finland, Scotland, Germany and the Netherlands. The mission of the camp is to promote, perpetuate and preserve the music that was born in the Birthplace of Jazz. The camp was founded in 2009 by Banu Gibson, Leslie Cooper and Nita Hemeter who are all musicians in New Orleans.

This year scholarships have been awarded to 12 local student musicians to attend free of charge.

Campers spend the week in music instruction with some of the finest musicians in the city. Our instructors include: Connie Jones, Ed Polcer, Otis Bazoon, Ray Moore, David Sager, Carl LeBlanc, David Boeddinghaus, Matt Perrine, Kerry Lewis, Gerald French, Leah Chase, Banu Gibson and special adjunct professor Dan Levinson. Evenings are spent jamming in the clubs or at the hotel.

The weekly activities also include presentations by Jazz Historians at morning breakfast, a performance at Preservation Hall, a huge “Second Line” Parade on Tuesday June 12th starting at 6:30pm through the streets of the French Quarter, a performance of faculty and world renowned clarinetist Dan Levinson at Sung Harbor on Thursday June 14th, a Friday night June 15th concert held at the Grand Ballroom of the Bourbon Orleans Hotel from 7pm until which is free and open to the public and a Traditional Jazz Festival on Saturday June 16th from 11am-4pm at the Palm Court Jazz Café that is also open to the pubic.

Jazz Fest Rentals

FROM THE INTERNET: Several years ago, New Orleans passed an ordinance to crack down on short-term rentals which aren’t licensed or approved by the city. Basically, a room at a hotel, B&B, guest house, or timeshare hotel is licensed. Any “condo” or “apartment” rental probably isn’t. “It is illegal to rent a French Quarter property for fewer than 60 days and fewer than 30 days for properties outside of the French Quarter, said Ryan Berni, press secretary for Mayor Mitch Landrieu.”

The idea behind the law is to protect the residential integrity of neighborhoods by having landlords rent to people who live and work in New Orleans, not just trying to make a buck off of tourists.

Also, hotels have liability insurance and pay taxes to the city. The loss of tax revenue when someone chooses a condo is very real.

Many other tourism-heavy cities around the country have similar laws and ordinances.

Homeowners should know local laws when renting

 

Making a few extra bucks by renting out the guest room to random travelers may be refreshingly easy thanks to websites like Airbnb that list and book the rooms, but homeowners should be aware of local ordinances and tax collection requirements.

“Unregistered, unlicensed individuals or entities that rent out rooms without a license are breaking the law,” said Mavis Early, a spokeswoman for the Greater New Orleans Hotel and Lodging Association. New Orleans has a city ordinance prohibiting “short-term rentals” that are not hotels or a small bed and breakfast type inn.

It is illegal to rent a French Quarter property for fewer than 60 days and fewer than 30 days for properties outside of the French Quarter, said Ryan Berni, press secretary for Mayor Mitch Landrieu.

Nov. 19, 2013: For Carl Orend, what was supposed to be a dream weekend in New Orleans recently took a horrible turn when he arrived at the Mid-City home he rented through a short-term rental website. “The hygiene of the place was very bad. There was trash everywhere,” he said. “The place was very dirty. The back door didn’t lock properly, didn’t even close properly.”

According to city ordinance, it’s illegal to rent a property for fewer than 60 days in the French Quarter and 30 days in the rest of the city. A spokesman said the city investigates when it receives complaints about a property, and sends violation letters when applicable.

REAL WORLD EXPERIENCE WITH A SHORT TERM RENTAL

Below is some real world experience with a short term rental…

“I have witnessed first hand what short-term renters do to the neighborhood. The only person that benefits from such illegal activities is the landlord. And that is only if the illegal occupants don’t destroy anyone’s property.

Next time some genius suggests that hotels, or the hospitality industry should contribute more fees/taxes to police patrols during such events, just remember; your neighbor skirted the law, and quite possibly deprived you and your family adequate protection, because the funds weren’t there.

When my neighbor rented her basement apt for Jazz Fest several years ago, the out-of-state tenants took a crap in my yard, littered my yard and garden with cigarette butts and beer cans, food wrappers, etc. I’m guessing someone, or several someones peed in my bushes, or poured stale beer in them; they were ruined. My insurance would not pay for it. My neighbor’s ins. wouldn’t pay either~~~the tenants were there illegally (ins rarely pays for a policyholder’s illegal activities). These people who come to town for a weekend or week, are generally here to party! It is a FESTIVAL! Whether it’s JF, Boogaloo, Voodoo, Endymion, etc. And it is not their property, nor are we their neighbors.

It will take more than “permit” fees and hotel taxes to handle the liabilities these transients bring to our neighborhoods. Check your homeowners ins. Such activities may not be covered, and you’ll be stuck holding the bag. It’s is not the same as having guests in your home; you are operating a business that could fall under the legal definition of a B & B or a hostel.

If I knew that my neighbors were renting their place out, say 3,4,or 5 times a year, to people who come here from out-of-state to party, I might not be so inclined to move into the neighborhood.“

Jazz Fest Action

The Jazz Fest Neighborhood Action Telephone Line is set up each year to allow communication between residents and the Jazz Fest.The line is used to report NON EMERGENCY matters only such as blocked driveways and streets, reports of illegal vending, trash, neighborhood access issues, traffic, and taxi problems, etc. The number is 504 942 7799.

The NAT Line (Neighborhood Action Telephone Line) that is activated the day before Jazz Fest is: 942-7799. You use this number for Jazz Fest nuisance related issues. Put this # in your cell phone! You call 911 for police emergencies and crime related events. For non-emergency police events call 821-2222.

When parking around the Fair Grounds during Jazz Fest, please note that the City of New Orleans has a fleet of tow trucks in various sizes for your inconvenience should you decide to ignore basic parking rules.

PARKING ENFORCEMENT REMINDERS:


The Fair Grounds Race Course is located in a residential part of the city offering restricted parking in surrounding neighborhoods. Festival-goers that are driving to the Fairgrounds are encouraged to park in downtown long term lots and use the shuttle system festival organizers have arranged or to take public transportation. Gray Line Tours will operate continuous round-trip transportation – the Jazz Fest Express – from the Sheraton Hotel, the Gray Line Lighthouse at the Steamboat Natchez Dock (Toulouse St. at the River – next to Jax Brewery), and City Park (next to Marconi Meadows) daily from 10:30 a.m. – 7:30 p.m.

A special entrance will be used only by Jazz Fest Express vehicles to avoid traffic and bring Festival-goers inside the gates of the Festival.

Parking enforcement personnel will be monitoring for illegal parking, including blocking hydrants, driveways and sidewalks, or parking within 20 feet of a crosswalk, intersection or stop signs, in the residential neighborhoods adjacent to the Fairgrounds. Motorists are also reminded to park in the direction of travel on one-way streets, and with the right wheel to the curb on two-way streets.

In addition, existing businesses will be allowed to sell their products on their property, both inside and outside of their business contingent upon not blocking public right of way. However, the City will aggressively enforce the rules against transient vendors (carts, trucks, etc.) from improperly selling their products within the festival’s “clean zone.”

The Department of Public Works is issuing citations for the following safety violations:

•Parking within 15 feet of a fire hydrant: $20
•Parking in a fire lane: $20
•Parking on the median: $75
•Parking on the sidewalk: $20
•Parking in the travel portion of the roadway: $20
•Parking within 20 feet of a crosswalk or intersection: $20
Vehicles may be towed for all of the above violations; the tow fee is $156.

Citations can be paid and vehicles retrieved at 400 N. Claiborne Ave. from 8:30 a.m. – 5 p.m. Monday – Friday. Payments can also be mailed to:

Citations can be contested by mail. Instructions are listed on the back of the ticket.
